September 2026 JOLTS Report: Eerily Quiet

Key points: Job openings were little changed at 7.5 million in September. The layoff rate was 1% in September, still within the narrow range it has held since mid-2024. The US labor market has rarely been this still, even in the face of climbing energy prices, stubborn inflation, and staggering amounts of money being poured into AI infrastructure and data center buildouts. The economy has been making plenty of noise, but the labor market has remained fairly silent. Churn hasn’t been this sluggish for this long since the early 2010s, when the economy was still digging out of the Great Recession. Employers are hiring at the slowest pace since 2013, and workers are quitting at the slowest pace since 2015. Job seekers are clearly losing out, but even workers who have jobs may not be coming out ahead. It’s a good time to have a job, if only because it’s hard to lose one. Indeed job postings recently recorded a year-over-year gain for the first time in more than four years , a sign that employer demand may be thawing. We have the most powerful technology in history, and we’re using it to stop hiring young people

We hold the most powerful technology in human history, and so far corporate America is mostly using it to write marketing copy and cut headcount. Through September, U.S. employers announced 573,195 job cuts. Artificial intelligence was cited in 120,136 of them, more than any other reason this year, according to outplacement firm Challenger, Gray & Christmas . The bigger effect is on hiring. Using ADP payroll data, Stanford economists Erik Brynjolfsson, Bharat Chandar and Ruyu Chen found that as of June, employment among 22- to 25-year-olds in the most AI-exposed occupations was about 19% below where it would be if it had kept pace with young workers in less-exposed jobs. They write that the adjustment works “primarily through reduced hiring of young workers rather than increased separations.” Companies aren’t firing junior workers; they are simply not hiring them. By tying public incentives for AI investment and data-center build-out to measurable entry-level hiring and apprenticeship commitments, AI will create efficiency and jobs. Tie public AI incentives to net-new paid apprenticeships and entry-level jobs, with payments after six and 12 months of verified employment and not simply after a training course. In July, the Labor Department awarded nearly $162 million through an apprenticeship program that links payments to verified retention and progression milestones. Reward employers for being job creators and builders.

‘Going hungry’: Garment workers in Bangladesh say wages barely cover needs

Dhaka, Bangladesh – Laili Begum can no longer afford to keep her two children in school. A Muslim-majority South Asian nation of 170 million people, Bangladesh has one of the world’s lowest wages among apparel-producing countries. Cambodia has a minimum wage of $210 a month for garment workers, Vietnam’s range from $140-$210, while wages at China’s manufacturing hub of Guangdong range between $286 and $378. That disparity – worsened by rising inflation and the growing cost of living – pushed the workers to strike and hit the streets on Saturday to demand a minimum wage of 30,000 taka ($241), more than double the current wage of 12,500 taka ($102). Later that day, the government announced the formation of a six-member wage board to review the workers’ demands. The last revision of the minimum wage in the garment sector took place in December 2023. The government’s announcement of a wage board follows an amendment to labour laws to reduce the wage review cycle from five years to three years. Labour Minister Ariful Haque Choudhury meanwhile urged the workers to resume work, saying the wage board would begin its deliberations shortly. The impending wage negotiations come at a challenging time for Bangladesh’s garment industry, as manufacturers balance workers’ demands for better wages with rising production costs and intensifying global competition. However, without fair purchasing prices from international brands, significant wage increases could put pressure on factories and threaten employment,” he said.
